What means of recovery did Toshiba provide? A recovery partition? Perhaps you have not destroyed it despite the reinstallation and can use that to get back your activated Windows 7 system. What Toshiba meant was that the original Product Key was saved in the PC's firmware on the motherboard so it should not have needed to be entered again [I had this experience when I reinstalled on my Dell - it just completed and happily said it was self-activated*]. The sticker on the back of the PC was there as a fallback in case this firmware Product Key was lost.
* I think the correct term is actually something similar to a 'SLP Product Key'.
If your Windows really is telling you that it has not activated [see Control PanelAll Control Panel ItemsSystem - look near the bottom of the window] then you have somehow overwritten the Product Key saved in the firmware by Toshiba. Unless you can persuade them that this is somehow their fault then you are not going to be able to activate Windows without buying a new copy or getting the alternative number from the label on the PC.
Is the label on the PC missing or might you still be able to read it with a bit of playing around?

Try taking a few digital photos of the CoA label from different angles & possibly with then without the flash active and then playing around in a graphics app with the brightness & contrast levels. Work separately for each photo & each digit of the Product Key as what works for one area of wear may not work for another. If you have Office then use Microsoft Office Picture Manager as it is very good at this.
